The light on the motherboard is powered thru the +5VSB rail of power supply. It will stay on as long as power supply is plugged to AC outlet.

Your motherboard is not detecting processor cooling fan rpm that is why it is immediately activating auto shutdown safety feature. Try plugging a spare fan w/ 3 pin plug to the cpu fan connector on the motherboard.</description>

Check the voltage at the back of PSU .. 

But you really should put ur CPU in first before powering up the mainboard</description>
